Ask whether the message appears on the surface
Both words concern communication and meaning, but only one requires the content to be directly stated.
Directly stated: explicit
Use explicit for clear, detailed language that does not depend on inference.
The contract gives explicit instructions about payment.
Suggested or inherent: implicit
Use implicit for meaning understood from context or contained within an idea.
Her silence carried implicit agreement.

What is the difference?
Use explicit when language, instructions, or content leaves little to inference. Use implicit when a message is conveyed indirectly, a condition is understood without being said, or something is inherent in an idea. Explicit can also label graphic content; implicit does not simply mean vague—it may be strongly communicated through context.
